
Monmouth Beach and Member/Customer Towns
The Two Rivers Water Reclamation Authority (TRWRA) is working in conjunction with Hazen and Sawyer and Schiavone Construction Co. LLC (Schiavone) to replace TRWRA’s aging Pleasure Bay Interceptor and Main Pump Station in Monmouth Beach.
We are anticipating the following schedule for the work through January:
- Currently underway – Schiavone is currently excavating with the Tunnel Boring Machine (TBM) and has begun installation of the gravity sewer within Meadow Avenue.
- Throughout January 2025 – Schiavone will continue excavation and pipe installation for the gravity sewer within Meadow Avenue. Construction of the Electrical Building will also be resumed.
Excavation for the New Main Pump Station at the TRWRA Plant in Monmouth Beach
Impacts will occur during working hours as the Contractor is continuing the excavation activities in January. As the excavation continues, minor roadway impacts will occur due to the trucking away of excavated materials and the delivery of concrete via concrete mixer trucks. Any impacts to the local traffic patterns will be coordinated with the local police department and authorities to ensure the safe maintenance of traffic in the affected areas.
The Contractor will be working night shifts on weekdays during the month of January, but work will be contained to the Monmouth Beach jobsite and will not involve the trucking away of excavated materials and therefore will not impact the local roadways.
We will continue to provide monthly updates throughout the project and any upcoming impacts that may be anticipated to the local communities.
Oceanport
The Two Rivers Water Reclamation Authority (TRWRA) is working in conjunction with Hazen and Sawyer and Schiavone Construction Co. LLC (Schiavone) to replace TRWRA’s aging Pleasure Bay Interceptor and Main Pump Station in Monmouth Beach.
We are anticipating the following schedule for the work through January:
- Currently underway – Schiavone has completed excavating the lower half of the shaft in Oceanport Sommer’s Park and is currently securing the invert of the shaft. Due to construction activities at the TRWRA Plant in Monmouth Beach, Oceanport may also experience minor traffic impacts from the transportation of excavated material and the delivery of concrete.
- Throughout January 2025 – Schiavone to continue securing the invert of the shaft in Oceanport Sommer’s Park and will be installing the “King Beams” that will reinforce the opening for receiving the tunnel boring machine. Schiavone will also be excavating to install new piping and manholes for the storm water system through the park and truck excavated material.

Community Update – May 23, 2023
The Two Rivers Water Reclamation Authority (TRWRA) is working with Hazen and Sawyer and Schiavone Construction Co. LLC (Schiavone) to replace TRWRA’s aging Pleasure Bay Interceptor and Main Pump Station (Damaged in Hurricane Sandy).
The project entails construction of two new interceptors and relocation of the Main Pump Station on Highland Avenue onto the Treatment Plant site. The new 54-inch Pleasure Bay Interceptor, approximately 3,250-foot long, will be installed by an 8-foot diameter tunnel boring machine “TBM”, and will cross underneath Pleasure Bay at a depth of approximately 90-feet ± to avoid existing soft marine soils. The launch shaft for the Pleasure Bay Interceptor, located at the TRWRA Facility in Monmouth Beach, will also serve as the location of the new Main Pump Station. The reception shaft for the Pleasure Bay Interceptor will be located at Sommers Park in Oceanport. The Monmouth Beach Interceptor will be installed from the existing Main Pump Station to the new Main Pump Station’s location within the plant.
We are anticipating the following schedule for the work:
- Mid-June 2023 – Schiavone to mobilize construction equipment to the Monmouth Beach site location.
- Mid-July 2023 – Schiavone to begin excavation work on the launch shaft in Monmouth Beach
- April 2024 – TBM is mobilized and launched at the Monmouth Beach location
- April 2024 – Construction in Sommer’s Park in Oceanport begins with the excavation of the reception shaft for the TBM.
- March 2026 – Demolition of the existing Main Pump Station in Monmouth Beach
- May 2026 – Project Substantial Completion
- July 2026 – Project Closeout
